Giuliani essentially is making an argument that weve heard from the legal team before, arguing yet again that the president is protected because of virtue of his position, not only on the issue of an indictment, but further on the question of whether the president can end any investigation even one that focuses on him specifically. Giuliani said that he wouldnt necessarily go that far, that hes not attempting to defend the president in this way. But theoretically he says the constitution is clear.
