From the vine street expressway this morning. The expressway is closed in both directions from 17th to 23rd streets because of ice. The water came from here. Its a Water Line Break at a garage at 17th and callow hill. The action cam is live at the expressway. Penn dot salt trucks and water crews are on the scene to cut off the water and remove the ice from the expressway.
