Three face drug charges in separate cases Alleged cocaine dealer Donte Outland was taken into custody and incarcerated on felony drug and firearms charges following a vehicle stop on Interstate 180 on the afternoon of March 11, city police said. There was some tense moments when Outland, 27, of Lock Haven, admitted he had a weapon him. “Gun,” one officer yelled at another as efforts were made to restrain Outland, a passenger in a vehicle that was stopped near the Route 15 North interchange.
