I think the decision to use the bomb was really implicit in the manhattan project, so it was really assumed from the time, for the time truman came to office in ,pril after the death of fdr that this weapon, if it worked, it would be used. So it may be more accurate to say that there was a nondecision essentially. Truman did not decide to projecte, to stop a that was very much entrained when he came into office.
