Surveillance and the sort of central question i want to think about today is can intelligence agencies operate in a Democratic Society and be successful at protecting the government and its citizens while also upholding those same Citizens Rights . Especially the right to dissent. In other words, are liberty and procurity compatible . No doubt, there is a need for intelligence communities to operate. Threats exist from foreign and domestic sources, those threats are real. They have been real throughout u. S. History and they can come from across the political spectrum. But for over a century, in addition to taking real threats to the lives of american citizens, bureaus and agencies within the United States government have surveilled those who have expressed what the Cato Institute described as, quote, Strong Political views that run count toer to the prevailing government paradigm. This is the first time that a president and first lady have ever been captured on film in the United States. This rare footage is of president mckinley and mrs. Mckinley arriving on stage at the pan American Exposition in buffalo new york on september 5th, 1901. The data significant because the very next day, the president would be killed by an assassins bullet. Lets look at the footage. What was it about this exhibition that attracted the president want to go in the first place . It was the worlds fair that cannot have been better time. It was a celebration and some waves of americas new place in the world. And the mckinley presidency was surprising in many ways. People from a Broad Spectrum of political backgrounds in the progressive era believed were important. They believed they were not incompatible but you can see some ways in which they were fundamentally adding tension. Throughout class today, think about democracy versus efficiency. So the central question for historians of the early 20th century is, what is progressivism . A famous article that came out in 1982 was entitled in search of progressivism which aptly summed up the way historians were rummaging around knowing that this era existed but quivering about what counted as progressivism. When it ended, when it started, who counted in it . Some people limit only to the Political Party it was named for. Others to find it much more broadly. So for me in this class, this is how i will define progressivism. And the broadest sense, it was the way a whole generation of americans defined themselves politically and how they addressed the problems of the new century and what i think we can a
