City considers agreement with county on Air Center funds

Copyright © 2021 Roswell Daily Record Roswell Mayor Dennis Kintigh and some city councilors expressed concerns at a Thursday morning meeting about a memorandum of understanding (MOU) with Chaves County over the use of a $5 million state appropriation for the Roswell Air Center. Members of the Roswell Finance Committee City Councilors Jason Perry, Jacob Roebuck and Margaret Kennard voted after the discussion that the draft MOU should be reviewed by all city councilors at a Jan. 14 City Council meeting. Kintigh had some specific concerns about the “vagueness” of the MOU, as well as priorities for spending the funds. Kennard and City Councilor Jeanine Corn Best expressed their upset over the 2020 state capital outlay award itself, saying they thought the county should have received city approval before asking for the funding because the airfield and its related properties are owned by the city.

Copyright © 2021 Roswell Daily Record Roswell City Manager Joe Neeb asked members of the city’s Finance Committee to “take a leap of faith” in recommending dissolving six remaining employee furlough days. Committee members Jason Perry, Jacob Roebuck and Margaret Kennard took that leap, voting 3-0 to recommend the proposal for the full Roswell City Council consent agenda at its Jan. 14 meeting. Councilor Juan Oropesa was absent from the meeting. Items on the consent agenda will be considered in one vote unless a councilor requests an item be removed and placed on the regular agenda. In its fiscal year 2021 budget, the city planned for 10 furlough days one pay period spread throughout the year as part of a $31 million cost-cutting plan, expecting the coronavirus pandemic would drastically reduce the city’s gross receipts tax collections.

Copyright © 2021 Roswell Daily Record The city of Roswell Infrastructure Committee voted to move three items to the full Roswell City Council and heard updates on projects in a meeting that lasted just under 15 minutes Monday. Moving forward to the full council’s Jan. 14 consent agenda are a request for proposals for general construction services, a contract for reconstructing the bridge at South Lea Avenue and West Deming Street, and a contract for a master plan for Cielo Grande Recreation Area. Consent agenda items, which include minutes from the previous meeting as well as other items that are considered not to need further discussion, are considered by the council in one vote. Any council member may request a consent agenda item to be placed on the council’s regular agenda.

Copyright © 2021 Roswell Daily Record Elected officials with the Roswell City Council are considering changes to their committee system, voting procedures and rules to create more efficiencies and end the high-tension conflicts of recent months that have resulted in some councilors walking out of meetings and that prompted Mayor Dennis Kintigh to say he is being worn down by the need to keep order at the monthly City Council meetings. “I want you to quit picking at each other. I am weary. I am tired,” Kintigh told city councilors during a Saturday workshop where elected officials began discussions that could take the next few months to result in decisions.

Copyright © 2021 Roswell Daily Record The Spring River Zoo will start charging admission fees on Jan. 1 after the Roswell City Council approved the proposal by a split vote Thursday night. The resolution had only a slight change from the original proposal, changing wording to include “school-age groups” in its rates rather than “school groups.” The amended resolution passed 6-3 after more than a half hour of discussion. Voting in favor of the zoo fees were Councilors Judy Stubbs, Barry Foster, Jeanine Best, Margaret Kennard, Jason Perry and Savino Sanchez. Councilors Juan Oropesa, George Peterson and Angela Moore voted against it. Councilor Jacob Roebuck was absent from the meeting.
