the other challenge is when obamacare was put in, obama promised the american people he would never raise taxes on anyone who leaearned less than $250,000 a year yet when you look at the tax increase that fund obamacare they re devastating on middle and lower income americans, starting with the eight million americans today who are hit with a $600 to $2,000 tax for nothing. they get nothing. it s the punishment because they refuse to buy or don t choose to buy obama s specified health care. but you know that that s not a tax, right? i understand your larger point that people are being caused to pay something but if we re going to be highly specific about it, it s not a tax. the only reason it was not ruled unconstitutional was that it was a tax so you can t play it both ways. the irs takes the money for from you it.
good to be back with you. look, this thing not getting any better. we have some polls out, a bunch of polls out that show about between 12 and 17% of americans like the bill that was in the senate. i think that s generally speaking lower than what your house bill had. am some point at some point you re a doctor and you have constituents. how are going to move forward with this? you have a bill that people hate. i think people don t appreciate what the bills do it stops the increase in the premiums that we re seeing under obamacare. but it doesn t sir, you know that, right? well it does not. the house bill will bring premiums down by separating out look, you re wrong on the health policy. i m not wrong. if you take high risk people out of the normal insurance pool the insurance rate for everyone else will go down. in maryland it s scheduled to go up 58%. but it doesn t go down for them. high risk pools have not worked in this country. everybody tells me t
account? 20 million americans do. obama may this 20 million americans are billionaires or something but 20 million americans are hurt by the tax on health savings accounts. 30 million american are damaged by the flexible spending accounts that obamacare taxes and damages and makes less valuable both of those will be stopped. it s very important that we look at the tax that obamacare puts on poor sick people. if you spend more than 7.5% of your income on health care because you have severe health problems you used to be able to take a deduction beyond that. obamacare moved that up to 10%. and that hit 10 million americans every year, damaged them, if you were particularly low income and particularly sick you re particularly screwed? if you re particularly low income and particularly sick you re getting medicaid so it s a slice above that. i get your point there are no millionaires
regular insurance down as we do and the house and senate plans people will have the insurance. we ll keep preventive care. i think we should emphasize preventive care. how do you do that when so many lose their health insurance. thigh re not going to they re not going to lose their health insurance. are you going to tell me the cbo is wrong too? absolutely. it assumes that the state won t pick up their fair share. the states can t run deficits as you know. where do we fund it, the federal government. you can run a deficit. our deficit is ten times the size of the maryland state budget and that s just our deficit. federal can t make up the money. by 2026 according to the cbo projections you don t believe under the affordable care act, premiums would have gone up 5.5%. under the bcra, trumpcare, they re up up by 4.4%.
you got damaged? so the individual market is about 10 million, 11 million people, right? most people get their insurance through their employers but the medicaid expansion was a bigger part of this so you had taxes and i know you may not agree with this but we had taxes on middle-class and mainly wealthier people paying for people who are at the bottom end of the scale through medicaid expansion. but your argument that by spending more money if you just raise the price of people s health insurance you don t make them better off than they were before and many imagine dates that obama put in required if you have any health care you have to have x, y, and z. people were required by law to ensure for things they didn t want to be insured for that they didn t think were necessary and they weren t willing to pay for but obamacare either pushed them out of the market and said you can t buy insurance and eight million americans pay a penalty for that, about 12 million americans refus
