that those other four charges are.bu why was there that divide? what s the distinction between the four charges whether it is a referral and other two that fe you re essentially commending the doj for their attention? you know, i think the difference is this, with respect to the four charges that we enumerated and went through the evidence on it was very clear what the evidence was as to each element of the offense. but we were also mindful that the justice department is in possession of evidence we don t have. there were the other mother offenses that may be chargeable and we didn t want to set out that we have all of the evidence that we need, but that the justice department may be able to fill in some of the pieces. so we wanted them to be includea and we were at great pains to say, hey, just because an individual isn t named doesn t mean there s not evidence that they may not have engaged in criminality because an offense hasn t been enumerated doesn t mean the department shou
