An internal investigation has cleared a Des Moines Police shooting. Vanessa miller shot 28yearold ryan bolinger. Who was unarmed. When he charged her squad car. It all started with a traffic stop. Captured on video by a squad car dash camera. Police say bolinger was acting erratically. Then lead them on a pursuit on the Northwest Side of des moines. Bolinger eventually stopped. But police say he came at millers squad car. Miller opened fire from inside her vehicle. Shooting bolinger through the window. Des Moines Police chief dana wengert says millers actions were well within the departments use of force policy. How would a reasonable person react under those circumstances in that moment, not 20 minutes before or 20 minutes after but in that moment. That split second to make that decision. Authorities say back in march of set a house on fire on this property in rural Wapello County. They say the men showed up uninvited to a 21st Birthday Party at the house. The next morning a neighbor reported the house was on fire but two men never made it out. 20 year old Nathan Messer and 22 year old Seth Anderson died of smoke inhalation. Reporter it started out on a night out on the town. Its unclear how many drinks the 40yearold woman had but by the end of the night she took a cab home. The cab driver needed help getting the victim out of the car so he just flagged down a vehicle that was driving by. A mom and her teenaged son helped carry the victims upstairs and into her bedroom. Police say that same 16year old boy came back a short time later and raped her. Sources tell kpix5 the victim was semi conscious and aware during the assault and quote played possum.
