自2016年中央生态环保督察制度实施以来，多数地方在接受督察和制定整改方案等环节都非常重视，措施有力，取得明显效果。但是，也有个别地方仍然存在重视迎检、忽视整改的问题，具体有三种表现。
第一种，有的地方在督察组进驻督察期间对所转办问题非常重视，甚至查处不过夜。但督察组撤离后整改推进就开始放松，甚至逐渐忽视。几年的实践表明，在督察组进驻期间，地方对督察组转办的问题办理都十分迅速。尤其是一些久拖未决、百姓反映强烈的环境问题，督察组一个转办很快就解决了，这也是老百姓对中央生态环保督察组满意的原因之一。如在某省督察期间，社区居民举报所居住小区存在灯光污染，并表示多次通过热线举报但一直没有结果。在向督察组举报后第二天，小区物业便优化了照明范围，缩短了亮灯时间。
