Good afternoon, im lawrence kornfield. Welcome to our brown bag lunch. The Fire Department as a lot to do with fire escapes in San Francisco. We have tens of thousands of fire escapes in San Francisco. Its sort of like utility wires, until you start looking for them. You dont even see them. Today were going to look at them and for them and talk a little bit about what they are there for and how they should be maintained. What our standards are. So we are right here in front of Building Services office at 1660 mission street. We have one of many buildings served by fire escapes. They are typically used when theres a required means of existing or egressfrom the building. This building has a main stairway and all these fire escapes. I dont know about the backside. It probably has more exits that would be typically required to have. Typically fire escapes are the second. The first is for existing buildings. My guess is the building has been broken up. Thats why they add more than one fire
Supervisor wiener, we consider thousands of measures every year and some of them deal with very profound circumstances facing our city. Others deal with the potholes. And whats happening on the street corner, and what were hearing from our parents. Us to address those issues large and small and again that is why i will be supporting this measure. Supervisor campos thank you. Supervisor olague. Supervisor olague im just going to mention that i receive emails all the time with people that are upset that there are Homeless People in the neighborhood. I probably get more emails protesting that than just about anything and i would be the last person to ever legislate banning Homeless People from certain parts of the city. So and so im still trying to understand what is so unique and so different about whats happened that we need this now, even though for all these decades that has not been the case. And the second point is i want to be very clear. I dont know that anyone is saying taking ca
Does seem to a lay person to be a fire risk. You are saying if there is not a combustible liquid there, there is no authority to take action . We will make sure that egress and ingres for firefighters is sufficient for the resident. However, beyond lieutenant, maybe i can help. I was in a situation where the home was very cluttered and the Building Owner complained about it and we went. What we did was we looked at the home and we can tell the resident lived there a long long time and it was a Single Family home and the at the present time was very aware of the fire code. What i explained to him is that we are concerned with anything that is fire related. If i cant open the door to get in, i cant put out your fire and you cannot get out of the building in an emergency. There was other things he did by locking the building by putting a screw in the window. I had to educate him. I had to tell him to remove the screws. With the screws there, he couldnt open the window and get on the fire
Representative, the department of building inspection and department of Public Health and the Fire Department and each department will tell us how they address the code internally and well hear why some properties appear to slip through the cracks and how many codes and cases are received and the number of relevance made and the number of cases closed. Well learn about the departmental recordkeeping practices which is very important in terms of tracking properties with multiple complaints for the years. My hope is that well find out whats working, whats not working and what we can do to improve things and improve coordination and address these problem situations. With that, i would like to offer supervisor cohen my cosponsor of this hearing. Supervisor malia cohen thank you everyone. Its great that you are here. This is an important topic because it affects everyday peoples lives. As i told my constituents, its not one of the most sexiest or glamorous legislation, but its just a critic
Get that processed. Thank you for the intervention too. If you have any questions, i would be happy to answer. Supervisor scott weiner thank you very much. Finally we are going to hear briefly from Adult Protective Services. Thank you for coming today. Good afternoon, my name is jill nielsen im the Program Director for Adult Protective Services. Its located within the department of aging and we are part of the Human Services agency. I appreciate you squeezing me in. Its a very interesting topic and i know weve talked about a range of different issues. From the Adult Protective Services side what we are seeing is a real increase in a number of cases that are involving what we are consider to be self neglect. Adult protective services in addition to investigating an intervening of cases involving physical abuse, emotional abuse, financial abuse, we do intervene in self neglect situations and in fact about 50 percent of our cases involve self neglect. We receive about 500 reports every si
