So, i dont think i need to reintroduce our panel. But what theyre going to offer us, i think, is a way to look at the year, and back at the year in a context of cyber and health care, and give us a little bit different way to look at the latest efforts to get the vaccine out to the public. We actually have some news on this today, by the way. Well get to that a little later. Basically, the New York Times reported that Cyber Attacks related to cold storage of the vaccine have been going on since august. Its unclear whether this is about ransomware or something more sinister. But well get to that in a minute. What i thought wed do is divide the discussion basically into three parts. Were going to look at the broader issue of cyberthreats and attacks of the Health Care Sector as we sort of wrestle through a pandemic.
Net 245 thousand people went back to work in november. That is significantly slower than we have seen every month since we started gaining again. Private payrolls, only 344,000. Last month in october, that was 877,000. The unlimit rate does fall to 6. 7 , but that is in large part because fewer people were in the labor force looking for jobs. Heres the thing that i think is really going to be important as we look at how the pandemic reshaped the economy. You look at what happened with retail hiring. 35,000 jobs lost in retail in a month when they are usually hiring for holiday sales. Createdad 118,000 jobs in the warehousing and courier sectors, which are the people who work for the online sales departments. It is a real change. Finally, the total labor force is still 9. 8 million below where it was in february. So no matter how well we have come back, no matter what that initial v looks like, it is starting to flatten out now, and you still have almost 10 Million People who had jobs i
Require a near constant struggle to stay ahead of events and the real danger lies in getting complacent. Effective cybersecurity is an ongoing line of effort. The Threat Landscape is diverse, the best practices are changing, the information you get may not always be reliable. The task can seem overwhelming and the stakes are high. In this context, i have found myself thinking effective cybersecurity cannot move at, quote, the speed of government. By that i mean cybersecurity is a 21st century Public Policy program just not manageable by 20th century government means. Regulations, mandates and centralized action in general, these approaches are inadequate to match the pace of change. Congress needs to make sure that the governments role in detecting and responding to cyberattacks is clearly defined, that theyre focused first and foremost on the security of federal information networks.
