Mattoo, categorised as an A++, had been evading arrest for the past 13 years. He was wanted in connection with 11 known terror attacks in J&K. According to the Special Commissioner of Police (Special Cell), H.G.S. Dhaliwal, the arrest was made possible through coordinated efforts with the central agencies. In a message to those youth who have been misguided like his brother, Rayees Matoo said, "I appeal to them, come to the mainstream under the Indian flag. Today there is development, there in no violence (in Kashmir) and there is justice as no innocent is being arrested only those who are doing wrong are being arrested."
