Pingtung opens arts festival celebrating seasonal gust

Taipei, Dec. 19 (CNA) The second edition of the Luoshanfeng Arts Festival, which is coinciding with strong seasonal downslope winds in southern Taiwan, opened in Pingtung on Friday with improved facilities for visitors, according to the local government. The luoshanfeng (meaning downslope wind in Chinese) makes the people in the Hengchun Peninsula particularly tough, said Pingtung County Magistrate Pan Men-an (潘孟安) at the event s opening ceremony at Haikou Port in Checheng Township.
But while the dry northeasterly wind that blows down from the Central Mountain Range to the coast helps with Pingtung s onion production, it also deters visitors, Pan said.
