The luoshanfeng (meaning downslope wind in Chinese) makes the people in the Hengchun Peninsula particularly tough, said Pingtung County Magistrate Pan Men-an (潘孟安) at the event s opening ceremony at Haikou Port in Checheng Township. But while the dry northeasterly wind that blows down from the Central Mountain Range to the coast helps with Pingtung s onion production, it also deters visitors, Pan said.
