Claiming that the proceedings for the test were incomplete, he complained that no proceedings in the floor test recently conducted adhered to the directions issued by the Gauhati High Court. Earlier the Gauhati High Court had issued its guidelines for conducting a composite floor test in the BTC after Mohilary had submitted a writ petition himself.
