According to the San Leandro Police department, 40yearold ian robert tager posed online as a 14yearold boy. Tager in the victim, a 13year old girl, apparently chatted using a messaging app called kick. After weeks of exchanging messages, he allegedly persuaded the young girl to meet him in person.
