the white house has announced that the president authorized a waiving of the century old rule that made it so it was much more difficult for foreign shippers, cargo ships, to go directly to a place like puerto rico. it required u.s. flags, u.s. owned and operated ships to go there. there has been heavy criticism that the president, white house, authorized waiving of this, among the critics, john mccain saying in effect the cost was doubling for some of the critical supplies needed. the secretary of homeland security acting secretary of homeland security elaine duke in the lasur putting out a statement saying this s in the govr of puerto rico, st from also because the determination by the secretary of defense, james mattis, that this was in the interest of national defense. it will be in effect for ten days. again, one ofheeal challenges is not just getting critical supplies needed, water, food, cargo, but the distribution on the ground as
