The BJP interpreted ‘constitutionality’ in a narrow manner and said that the Bill did not violate any provision of the Constitution. The Opposition argued that the Bill was unconstitutional on several grounds. It is wise to leave the last word to the Supreme Court.
The Bill empowers the Central Government to make rules in connection with the affairs of the Government of National Capital Territory of Delhi including the functions, terms and other conditions of service of officers and employees.
Besides the BJP’s allies, both the YSRCP and the BJD have announced their support towards the Bill. With their support, the ruling side can cross the halfway mark in Rajya Sabha too
The proposed law will reverse the effect of the Supreme Court verdict that gave powers to the Delhi government over administrative services in the capital.
