Advance warning and notification is critical in any emergency response. Receiving timely notification can make a bad situation less bad and help mitigate the most significant risk to the public. A water provider may have no way to detect or respond to the presence of a contaminant and it is too late in in the system. Having two hours or one hour or even a halfhour can make a big difference repairing for chemicals that are headed toward its intake structure.
