Fast lane on 580 eastbound, just before regatta boulevard. The chp officers heard it crashed. They were headed to the crash hen they started getting phone calls saying somebody else was shooting at the vehicle when it sped down the freeway. When officers got there, it was flipped over and the man inside was dead. They found bullet holes in the car. They shut down all lanes to collect evidence. Traffic backed up to the richmond bridge. Tonight, Richmond Police are asking for help. At this point, its still a preliminary investigation. We dont have a motive. Detectives are trying to determine what the motive might have been for the shooting. Reporter Richmond Police hope that anyone who saw the shooting here on 580 saw that other car that they dont have identified, will call into police headquarters. They need a description of the vehicle. Homicide detectives are working to case tonight and so far, the only description they are giving of the man who was shot is he was a young man in his 2

So he is taking the feds to court and it all that is to do with the states prison overcrowding problem. The situation, of course, better than a few years ago but cbs 5 reporter grace lee shows us there is still more work to be done. Reporter this goes back to 2009 when a federal panel of judges ruled that california prisons were overcrowded to the point of being unconstitutional. With the governors proclamation today he says that era is over and we should not have to comply with a federal prison population cap anymore. Today i have signed this proclamation stating that the troubled situation in california prisons has been remedied. Reporter that situation is overcrowding at the states 33 prisons with conditions so bad that a federal court ruled it was cruel and unusual punishment. The feds then ruled the
