our list. you tie for number one on my list. how about poppy harlow with kiss. that s our era! it s the top of the hour. 9:00 on the east coast and after 42 years, libyans awaken this morning to a new beginning free of a murderous tyrant. an ambassador for libya s transitional government says the death of gadhafi means a black era has come to an end forever and across the country, libyans celebrate under to the morni in hours firing off guns and blasting off car horns. dna tests confirm the corpse was, indeed, gadhafi and the international criminal court is allowing his burial in an unmarked grave. tomorrow libya s liberation will be formally declared and the transition to democracy and a new government will officially begin. cnn crews are in place around the world for all of you from the pentagon to tripoli from abu dhabi to london. we are tracking every single development surrounding the death of moammar gadhafi. let s begin with ivan watson. two major challenges here.
so the opportunity zones will allow cities like detroit to qualify for additional exemptions relative to the first nine. right now in the first nine you can deduct purchases if you re a business. you can deduct capital expenditures and net exports. but for those cities that qualify as opportunity zones, you will also be able to deduct a certain amount of your payroll expenses. so you will be insented to put people to work. the other thing about the opportunity zone, is that it just doesn t apply to certain kinds of businesses located in the zone, all businesses would qualify for those kinds of extra exemptions. one of things i believe in is empowering cities to help themselves, empowering workers and individuals to help themselves. this is not an entitlement program. so the cities will have to step up and remove some of the barriers that are within their city limits. so that if the cities do what they can do to help themselves, we will have the 9-9-9 legislation so structured
wounds, or was it, in fact, a nato air strike? nato did issue a statement earlier today about the same time that gadhafi was reported killed that it had fired on two vehicles in what they described as a convoy of gadhafi loyalists. we haven t been able to confirm that those airstrikes had anything to do with gadhafi s death, but, again, looking at the video, it looks like one bullet wound behind the ear. martha: obviously. the people who have been the revolutionaries on the ground, you know, according to sources in libya say they are taking credit for this, and that may very well be the case. it s possible that there was a combination of the two things, perhaps the convoy was hit and then he was vulnerable on the ground to some of these forces. so we re waiting to hear sort of the extent of that. what s the word at the pentagon in terms of the stability on the ground in the libya right now? what s their thought, their approach to that?
