He was born near rochester, indiana and received his m. D. Agree from university of indiana medical school. During world war ii, he served in the u. S. Army medical corps from 194 to 1946 and with the in wave of allied troops japan in 1945 and discharged as a captain in 1946. Hen he returned home, he became a country doctor. After servi in the indiana legislature, he was elected the 44th governor of indiana and ultimately served as secretary of alth and Human Services under president reagan.
