Philadelphia will open 50 of its 63 public pools this summer, limited by a shortage of lifeguards and other staff. On Tuesday, Philadelphia Parks and Recreation opened its first three summer pools. Fishtown Recreation Center, Mill Creek Playground and Samuel Recreation opened Thursday despite lifeguard shortages in the city.

Giron said he comes here daily with Leo. Three months ago, the half-acre, city-owned lot on the corners of 15th and Parrish Streets in Francisville was overgrown, with the ground and bushes littered with trash and illegally dumped items. Today, it’s where dozens of neighborhood residents gather a bustling green space with a fenced-in dog park, picnic tables, play set, and sandbox.
