City directors decided on Dec. 5 to spend $15,000 to finalize an audit of Animal Haven, which is the agency Fort Smith contracts with to take care of stray animals.
The new ordinance says "no person or entity shall sell, trade, offer as a gift, or give away any animal at any location in the corporate city limits of Fort Smith."
