New interpretations of rules by the Minnesota Department of Natural Resources with bridge abutment fill in floodplains could mean any new crossing would have to be higher than the Kennedy bridge.
The MPO, which oversees transportation planning for Greater Grand Forks, was the final stop and vote for the plan, which now goes to state and federal agencies.
After much discussion, the council decided to just strike the bridge from the illustrative list and not the whole plan. Mayor Brandon Bochenski said the process “stinks.”
