The programme discovered that checks for licences were so lax that they could even be obtained with false names and details. It comes as Britain has seen soaring levels of fly-tipping in recent years and during the pandemic, prompting the Government to set up a dedicated unit to tackle the scourge. In a Panorama episode due to air Monday evening, reporters filled a garage in Harlow with rubbish that would be difficult to dispose of without paying fees under the landfill tax.
