many communities. mayor this is very complicated and it requires all of us to work together. mayor bell so much of the conversation i heard here in baltimore in the last couple days and in fact the very speeches that were offered yesterday in this square in city hall and unlike ferguson missouri this is governorened by african-americans, and indeed three of the six police officers who were arrested and charged are black, which tells me it s about far more than race. do you think too much of the conversation has been racially focused? well to a certain extent it has been. but what you have to understand this is not an african-american problem, not a baltimore problem, but this is an american problem and what we have to do is come together at all levels of government to restore the social safety net to insures that everybody will get a decent education, and once you get that education, you have an opportunity to get a decent job and to build your neighborhoods
or maybe you should eliminate the appearance of possible impropriety. ted? i disagree with katie. i do not look at this as a conflict of interest. i mean, do i understand the close relationship. but a prosecutor in many venues have close relationship. the fact about it is this prosecutor herself would not be trying this case. it will be somebody in the office. same issue out in ferguson missouri where they were trying to get rid of the prosecutor. their best thing to do is not spend their time on whether this prosecutor should there be a special prosecutor their best interest is to move for a change of venue. i think that s what they should be looking at. katie, if you were the defense attorney, would you be i realized your background prosecutor. would you move for a change of venue out of the baltimore area which is the urban area in this state? absolutely i would attempt to do so. think about it, you have to have a jury comprised of
more than 50 people died. when you look at what s happening in baltimore, how different is it from what we saw happen here? l.a. 23 years ago? you still have the same kind of sense on the part of many people in the community, whether it s l.a. or baltimore. we re not going to get justice. reporter: so the need to establish trust is ongoing. if in fact an officer is accused of and is proven that this officer used or overused excessive force, they re going to be punished. reporter: and in l.a., lest lessons have been learned. you have to stop criminal behavior before it takes over the city. reporter: and changes made by law enforcement, changes that hutchinson argues may benefit other cities like baltimore and ferguson. you have the command structure in the lapd now that certainly is very aware of the importance of community relationships. it s a much broader and much more diverse police department than it was 23 years ago.
