OPM tells agencies to restart union talks to uproot Trump-era orders -- FCW

By Natalie Alms   The Office of Personnel Management instructed agencies on the details of how to uproot Trump administration workforce policies, as ordered by President Joe Biden put in place via executive order days after taking office. Much of the OPM s memo focuses on the series of 2018 executive orders that put restrictions on union activity at federal agencies and changed processes to make it easier to fire federal employees for poor performance. The memo also instructs agencies to head back to the bargaining table on any provisions of collective bargaining agreements that they renegotiated with unions on the basis of those executive orders, which curtailed official time and put restrictions on union use of federal facilities.

By Natalie Alms   President Joe Biden has pushed out Trump nominees on a federal board charged with resolving disputes in union negotiations with agencies. Biden requested that the 10 members of the Federal Services Impasses Panel resign yesterday. Those who did not resign were fired at the end of the day, FCW confirmed. The news was first reported by Government Executive . The panel, part of the Federal Labor Relations Authority, has been the subject of lawsuits brought by unions alleging that the appointments of its board members were unconstitutional because they weren t Senate-confirmed. FSIP panel members are presidential appointees and the White House is well within its right to dismiss the previous administration s appointees, said Tony Reardon, national president of the National Treasury Employees Union, in a statement. Biden elevates DuBester to chair the FLRA -- FCW

By Natalie Alms   President Joe Biden has nominated Ernest DuBester to be the chairman of the Federal Labor Relations Authority, the agency that governs labor-management relations. It is a great privilege and an honor to be chosen by President Biden to serve as chairman of the FLRA, DuBester said in a statement. The chairmanship is effective immediately without Senate confirmation, said Aloysius Hogan, the director of the Office of Legislative Affairs and Program Planning at the FLRA. Under the Trump administration, DuBester has been the only member of the three-member panel appointed by a Democrat, as unions have jockeyed with the panel over its decisions and the legality of the makeup of FLRA s Federal Services Impasses Panel.
