who says that we don t need a ntsb report to say that other class i railroads are trying to slink out of regulations to make it easier for them to transport chemicals through communities. this is what the transportation secretary told me tuesday. we don t have to wait a year for a finalized ntsb report to know that there are things that would be stronger if the railroad industry would not have fought them. i know that the communities are frustrated and i am frustrated and it is time to work with congress and call on the industry to change course. talk about the time line here, because february 3rd is when it happen and today, february 23rd, the preliminary report and facts and straight and to the point, and now begins the ntsb analysis of looking at the facts and trying to figure out what went wrong here, but it could be months if not more than a year until we find out the probable cause here.
jonathan, something that was interesting on the night that the war broke out, on february 23rd in the west, february 24th here is that vladimir putin gave a speech that night. he he talked about some sort he implied some sort of existential threat to russia, which didn t make any sense at the time. he also talked about the expansion of nato which wasn t a sensible conversation back then. he made it a more sensible conversation. he talked about the denazification of ukraine. he seemed to drop those other things from the his speech today, but as general mccaffrey said earlier joe biden addressed that head on. he addressed the russian people and said we re not coming after you. and biden has made this to almost personal terms with putin, two men of cold war veterans who remember, of course, when the tensions between the soviet union and the united states were at their highest. and putin biden has been
that ukraine can be victorious. of course, you have to ask the question as i m sure david has as well, what does victory look like? victory is at least rolling the russians back to the status that existed on february 23rd, the day before the invasion of this past year. that would be considered, i think, at least a major change. it is not what president zelenskyy wants. he wants to eliminate the russians from crimea and the east and the dunbas region and wants to neighboring sure they don t pose a threat again to kyiv or any other city in ukraine. those are, i think, the major things. but that at least would be a major step forward and it would give the ukrainians a chance to achieve some degree of, if you will, breathing space. thank you both very much. david sanger and colonel
