Dr. Hugo Velarde was born on November 18, 1938, to Juan Velarde and Maria Elisa Arauz in Santa Cruz, Bolivia. He spent his childhood there with them and his sister Marcela. Whenever able, Hugo spent weekends in the countryside with his Uncle Benjamin, a curandero (healer), that inspired his later medical pursuits.
