OPPD, NPPD moves to Energy Emergency Alert Level 2 Gina Dvorak © Provided by Omaha WOWT WOWT Later on Tuesday, Southwest Power Pool declared an Energy Emergency Alert level two. Alert two means they’re doing everything except rolling outages to make up for the exceeded power demand. This affects both OPPD and NPPD. At 6:28 p.m. Central time on Feb. 16, SPP declared an Energy Emergency Alert (EEA) Level 2. An EEA Level 2 requires SPP to direct its member companies to issue public conservation appeals.
