plan to bomb the school but the material the police found proves otherwise. karen travers has details. reporter: good morning. police in florida say they were very familiar with jared cano. he has an extensive criminal record and was on a police watch list but what this teenager is accused of n n is chilling. tampa police say 17-year-old jared cano meticulously planned his attack for the first day of school next week. he also mentioned his desire to cause more casualties than were suffered at columbine. reporter: yesterday he was arrested for plotting to set off bombs at his former high school. his target, 30 students and two assistant vice principals. but thanks to a tipster they prevented mother nast kerr. at his apartment they found elements to make pipe bomb, shrapn shrapnel, plastic tubing, accentants. they found a manifesto that outlined minute by minute to include detonating explosive devices through the school. reporter: police say cano acted alone and had n

market cross walk this week. and tonight, san francisco police are taking steps to make sure it doesn t happen again. don knapp on the extra patrols. don? reporter: and the question is, do we need police to protect us from ourselves? and apparently the answer may be yes. that s the idea behind these stepped-up patrols targeting not only motorists but pedestrians. these baseball fans leaving at&t park after the game are mostly cautious at intersections. but if safety is not enough incentive, then a ticket may be. police are cracking down. there are officers stationed at certain areas. every day it might be a different location. and it is not some type of sting. they re just standing there to see who runs the red light. reporter: or pedestrians who cross against the light. people need to be safe and the police are there to enforce the laws. they got to do what they got to do. reporter: a fan named don has a better idea. i think second street, it would be nice if the
more than two dozen police officer rehired as a spike in violence hits oakland. the rehired officers will patrol the most dance our parts dangerous parts of the city. reporter: they are just a few of the 71 homicide victims in oakland this year. the city is on track the surpass last year homicide total and record another final year. for those who live here an end to violence can t end soon enough. 13-year-old. 28 months old. these are babies. we re losing babe babies here. she s glad oakland rehired some of the police officer but in order to be effective the officers have to build a relationship with the communities. we need law enforcement, we need trained people to get our community under control. they have to do it the right way. more community activities with the police department involved to build the trust. they need to build the trust first. oakland mayor said forces will begin this weekend. those two areas record 92% of the city as homicide this year. the mayo
