(Bismarck, ND) A Mandan man linked to Wednesday's pre-dawn, single-vehicle crash in Bismarck is facing felony charges. Prosecutors say police spotted Tyler Jans driving off from the Elbow Room Bar shortly after midnight. A short time later, they allegedly saw his vehicle crash into a railing outside the Federal Building on East Broadway Avenue. A brief vehicle chase
