The final phase of the Headwaters Regional Development Commission’s decade-long project to create supportive housing in Bemidji was completed on Tuesday, Aug. 23, with a celebration of the opening of the East Conifer Estates.

In its annual report covering 2020-2021, the Headwaters Regional Development Commission detailed its work related to housing and financial matters. The report also describes the HRDC's economic efforts in response to the coronavirus pandemic.
On Wednesday morning, several stakeholders gathered to break ground on the East Conifer Estates housing project. The new complex will be the third and final phase of housing projects launched by the Headwaters Regional Development Commission along Conifer Avenue in Bemidji.
