Police announced the appointment Wednesday afternoon.
Sousa has been the acting Deputy Chief since April.
According to the statement, he joined the police department in 1994 and became part of the Narcotics Division in 2000.

He became a member of the Drug Enforcement Administration Task Force in 2001, and was later assigned to the Gang Unit from 2006-2009.
Born in Saint Michael, Azores, Sousa immigrated with his family to New Bedford in the 1980s.
He graduated from New Bedford High School and earned his bachelor’s and master’s degrees in Criminal Justice from Western New England College.

38-year-old Eder Alberto Delgado of Woodland Hill Trail and 32-year-old Francisco Javier Villanueva-Salas of Maiden Highway, both from Lincolnton, were arrested Thursday (April 29) by Lincoln County Sheriff’s Officers.
Delgado is charged with trafficking heroin, trafficking marijuana, trafficking cocaine, possession with intent to sell and deliver heroin, possession with intent to sell and deliver cocaine, possession with the intent to sell and deliver marijuana and maintaining a dwelling for a controlled substance. BILLINGS - One of two former Billings Public School teachers was sentenced on drug charges in Yellowstone County District Court Friday.
Mark Jules Kramlich is a former teacher who was dismissed from Billings Public Schools prior to his arrest.
In court on Friday, Kramlich received a sentence of five years deferred and a $500 fine on a felony count of criminal possession of dangerous drugs.
Judge Ashley Harada presided.
In court, Kramlich said he had never used drugs in his lifetime. He said that the drugs found in his home belonged to a tenant who was renting a room from him at the time.
