Prostitution case against Oswego landlord Doug Waterbury likely to be dismissed

Waterbury’s case was adjourned in contemplation of dismissal on Jan. 21 in Oswego City Court.
In 2019, Waterbury, 60, settled two sexual harassment lawsuits that spanned 30 years and more than 50 tenants and other victims, who told Department of Justice lawyers and advocates from CNY Fair Housing that Waterbury coerced them into having sex by threatening them with homelessness.
But those lawsuits are civil, not criminal. Waterbury has no criminal record. As long as Waterbury doesn’t commit any criminal activity for the next six months, the patronizing a prostitute and public lewdness charges levied against him in December will be dismissed and his case sealed, Oswego County District Attorney Gregory Oakes said.
OSWEGO â Douglas S. Waterbury, the infamous Oswego landlord who this week was sued again by the Department of Justice, was arrested Wednesday morning for allegedly exposing himself in public and soliciting a prostitute.
Waterbury, 60, of Oswego, was charged with public lewdness and third-degree patronizing of a prostitute, at approximately 7:30 a.m. on Dec. 9, according to a release from the Oswego City Police Department (OPD).
Police said they were contacted by a civilian complainant more than two months ago reporting an âunknown male exposing himself while leaning into a vehicle that was in public viewâ and the witness said they believed a second individual to be inside the vehicle.

OSWEGO â Local landlord and businessman Douglas S. Waterbury was charged Wednesday with public lewdness and third-degree patronizing a prostitute following an investigation by city police into an alleged incident that occurred in September.
Police said at about 7 a.m. on Sept. 30, they received a complaint that an unknown male was exposing himself while leaning into a vehicle that was in public view. At that time, the complainant believed there was a second person in the vehicle.
According to police, the complainant was able to provide them with a video and photographs of the vehicle involved in the incident. Investigators from the criminal investigation division were able to identify the owner of the vehicle and later identified a female involved in the case.
