likelihood of passage is can we get a bill together that people can and will support because what s in the bill is acceptable to them. and that s one of the reasons ma marc and i shared the opinion this would pass because it was acceptable to democrats. once members of the party start inserting new and unrelated issues into the bill, it s hard to predict. thank you. mick mulvaney, director of office of budget management and marc short talk about the spending bill, one that did not get passed and led to the shutdown we re in as we speak. interesting moments during the press briefing. marc short says the white house position remains the same, they re not going to negotiate daca while the government is closed. that s something we heard from the white house before. he said the white house is, quote, anxious to make a deal on
will yield and accept that their position is unreasonable and reopen the government to make sure that our men and women in uniform continue to get paid. director of omb, mick mulvaney, is here to discuss the status and how it s impacted employees and we ll take a few questions. good morning or good afternoon. a couple of things. we ll walk through some of the how a lapse in inappropriations, how a shutdown works. keep in mind, the technical term, legal term is actually lapse in inappropriations. you saw the notices go out today they reference a lapse. that is the formal name for the shutdown. this morning, early this morning, federal workers got notices from various agencies as to whether they were exempt or furloughed employees. they fell into three categories, you were exempt and come to work today or monday, depending on your ordinary work schedule, you were absolutely furloughed in
relationships with republican and democratic representatives on the hill, he played a role in the health care negotiations but he s had a very backseat position on this one. in fact, right now, as the government shuts down, he s in the middle east, overseas and not involved. scott detrow i want to ask you, we ll hear from mick mulvaney and martin short as well. back in 2013 he was singing a different tune here about a government shutdown. yeah. i thought it was interesting yesterday how the white house was making a point to say we are going to lessen the effect of this shutdown. we re going to do everything we can to keep the national parks open. certainly a very different approach from the white house when president obama was in charge. and i think that reflects the fact that republicans are nervous about the truth that they do control the house. they do control the senate. they do control the white house. what happens in the federal government is, by and large, republicans to own
inconvenience is probably understating it. that is obviously a concern. that said, the defense department, in particular, has used, for example, the issue of contractors, et cetera, as sort of a leverage point or a discussion point. let me explain the messaging from mulvaney on the things that are open. they re trying to say and make the point they ve been making the last two days, comparing it to the 2013 shutdown. under president obama, when the 2013 shut down happened, they say the obama administration was trying to weaponize the shutdown by, for example, putting up signs, barricades around monuments around the national mall and so forth. they re trying to say we re running this shutdown with as little public inconvenience as possible by, for example, keeping national parks open. by, for example, using certain types of funding so the epa can stay open a little longer and different agencies here and there. that s what the distinction is. they want to at the same time they re talkin
the women s marches. what has the white house been saying to lawmakers on capitol hill? reporter: we know, david, president trump reached out directly to mitch mcconnell, the senate side and paul ryan on the house side. beyond that, the two people we re to hear from shortly were on the hill. but even as the president, frankly, and his top aides are trying to spread the blame for the shutdown, we heard from press secretary sarah sanders last night call democrats obstructionist losers not legiators, and there would kn negotiations until lawmakers found some resolution to lift the utdown, david. what will we hear from these two gentlemen or likely to hear? they spoke to reporters and outlined what would happen if a shut down did go into effect. what should we expect to hear from mr. short and mr. mulvaney
