Young offenders caught celebrating Basant promised before magistrates that they will never fly a kite.
The district courts in Rawalpindi were overcrowded on Saturday with friends and families of young people arrested for flying or selling kites, setting off firecrackers and aerial firing on Basant.
Police chose not to put handcuffs on these juvenile offenders and instead bought them to the court with ropes tied around their hands. One group of kite-ban violators was brought with the end of qameez (long short) tied to the qameez of the other one.

RAWALPINDI: A boy was killed after he suffered an electric shock while catching a stray kite, and 165 people were injured from stray bullets and in kite flying-related incidents on Friday.
The city echoed with the sound of gunfire as people celebrated Basant ignoring the government ban.
Mohammad Usman, 12, a resident of Dhoke Kala Khan, died after he suffered an electric shock and sustained burn injuries on his face and chest while catching a stray kite.
A teenage boy, Mohsin Hussain, was injured in a similar incident in the same locality.

The Lahore High Court s (LHC) Rawalpindi bench has formed a two-member commission to look into complaints stemming from the closure of routes and business centres due to the cricket match between Pakistan and South Africa at the Rawalpindi Cricket Stadium that began on Thursday.
Advocate Malik Saleh Mohammad filed a petition on behalf of a citizen, Zahidul Islam, wherein it was stated that the district administration had closed the roads due to a test match at RCS. He claimed that the move was in violation of basic human rights.
