The Union home minister was in Manipur from May 29 evening to the morning of June 2. Besides other assurances, he said there would be an immediate ceasefire and the provision of helicopter services. None of this has happened.
'The political executive – both at the level of the Union and in several states – appears unwilling to discharge its constitutional obligation to act,' the statement reads.
