The need for congress to havee access to information in the executive branch is inherent in the constitution. The Supreme Court has said so clearly and repeatedly. Executive Branch Agencies cannot limit our legislative power of inquiry mary merely by entering into nondisclosure agreements with one another, but thats exactly what the fbi has tried to do. Yesterday i sent a pair of letters to the office of special counsel and the fbi about the most recent example. P nondisclosure agreements are essentially gag orders, plain and simple. They thwart transparency, corner jim account ability and seek to obstruct congressional overs
Lbe subcontracting goals. As needed contracts fell 2 below but we expect that to increase as the different scopes of work come online. This slide compares the awards and paymentses over the six months of the past three fiscal years. We awarded six contracts in the first half of each of the last three fiscal years. This time weve gone down a bit with 41 going to lbe firms but we did well in the last two fiscal years and were exceeding the mayors citywide aspirational lbe participation goal of 40 . In terms of local hire these are Construction Projects that are over a Million Dollars. Theyre subject to the local hire ordinance which is implemented by the office of economic and workforce development. Since the inception of the ordinance back in 2011 there have been 15 contracts at the port that have fallen under the ordinance and its requirements. They have all met the ordinance requirements. Currently we have one contract that falls under the threshold and that is the pier 31 roof repair
The last question is, i do believe that the comments on the central subway had a larger negative affect on some of the occupancies and vibrancy of part of stockton street in particular but also on some of the stores which are on the Market Street side of the central subway has slowed us down for many many years. It is the lower part of stockton and even with the christmas attempt to put some [inaudible] there and make some activities it has not really helped those stores at all. What has helped him its very interesting to see apple a strong flagship [inaudible] on union square when you see the shift with a topic used to be it was basically between macys, crate and barrel, and apple in the lower part of stockton. That has now all shifted to the upper part of marketof stockton street starting at the corner of union square, the park is much more used than was ever before. Now theres two cafes.
