Lbe subcontracting goals. As needed contracts fell 2 below but we expect that to increase as the different scopes of work come online. This slide compares the awards and paymentses over the six months of the past three fiscal years. We awarded six contracts in the first half of each of the last three fiscal years. This time weve gone down a bit with 41 going to lbe firms but we did well in the last two fiscal years and were exceeding the mayors citywide aspirational lbe participation goal of 40 . In terms of local hire these are Construction Projects that are over a Million Dollars. Theyre subject to the local hire ordinance which is implemented by the office of economic and workforce development. Since the inception of the ordinance back in 2011 there have been 15 contracts at the port that have fallen under the ordinance and its requirements. They have all met the ordinance requirements. Currently we have one contract that falls under the threshold and that is the pier 31 roof repair project. The threshold currently for local hire is 30 of hours worked must be done by local San Francisco residents. That project is currently at 40 40 . During the reporting period through the directors delegated authority we a authoritied 2lbe micro set aside contracts and one to Butler Enterprise Group and the other to rdj enterprises and the goal of the work theyre doing for us is to link residents in the surrounding communities, district 10 to port employment opportunities. Though the contract is new one of the considerers has hit the grand running and hired three district 10 residents there and have additional seven individuals that have been cleared and awaiting start dates. Bob davis is managing the other project with Butler Enterprise Group to recruit and promote and hire local residents from the citys sector on port jobs and excited about that initiative and if the work that the team is doing. We have a ton of contracts coming in the next three months, four months and include the one that you heard before. We had Contract Opportunities and open house. People want to come and work for the port. There is buzz out there. Some include construction pier 31 upgrade and the belt line building core and shell. There are seven construction opportunities coming in the next seven to eight months. We have a number of professional Service Contracts and the Sea Level Rise resiliency management and two communication contracts out now and the as needed environmental Service Contracts coming on line next month so theres a lot of activity and a lot of opportunity at the port and all our projects we work to have at least a 20 lbe subcontractorring goal and that is a floor and not a ceiling and we have been able to exceed a lot of those goals. Finally in conclusion the lbe performance for the past six months and 40 to lbe and 30 of payments and one project under the local hire ordinance. We have some contract initiatives that are happening on a parallel track and then just a lot of work coming down the pike in the next six months to a year. Are there trends that you see or things that we should be aware and think as we focus on improving our outreach efforts or where we see other things where we might want to address and reduce barriers for participation . I think on the contracting realm you know there are a lot of insurance requirements and barriers that come through working on water for instance and things of that nature so working we im on the lbe Advisory Committee and growd up representatives from different departments and looking at that and bonding and those types of initiatives. I think thats one area where we could have some bonding support that would help firms bid on some of this work. I think were doing we try to break up contracts as much as possible by awarding micro lbe set asides and thats the first level getting into the City Contracting process. We had four during this period i think continuing on that line is important. Is it at all helpful for us to encourage you to explore or encourage the port to explore the feasibility of providing some of that bonding support to potential contractors . I know youre working with citywide but maybe there is something we at the port can do to back that up. We have been talking with the contract monitoring division. They have a program through merry whether and williams that we want to bring to our next open house and feature and talk about some of the Resources Available at the city for bonding and things of that nature. Good afternoon, commissioners the item before you is phase two and phase three of planning Code Organization that that focuses an article 7 like to begin by explaining why the department started the process that is a large and complicated document some of the complexities we having a daytime city and reflects the aspirations and the citys neighborhood and have the identity for the land use controls, however, there is a level of complexity in the code that is urban necessary the code is added to over the years without thought for reorganization or over lapsing controls so it is not 0 easy to find the controls and some of the controls are lost because of complaekt that makes that difficult for planners to do their job and for the members of the public individuals this will illustrate the citys 1948 planning code 27 pages 4 of the text of the planning code and the other 23 include the land use maps you can look at it as a historical document next, we have the planning code from 1978 this cod is quite a bit longrange and complicated 200 and 17 pages and then have todays planning code with the 3 volumes over 13 hundred pages the code has grown significantly not only in size but complexity in recent years normally i bring the code but not going back to the office this is a picture prior to the project 4 places in the code you can find 4 definitions in article 2 and 83 was to promulgate the chariots in article 2 and article 7 and similar but difficult tables in article 8 after is process will be one set of definitions given the number of definitions from 15 to one and 16 there will be standardized ways of Informational Organization and all will be gone awhile maintaining the legislative aide recollections for i like to say preserving the necessary code how do does the code maintain the basic structure until second year 86 and article 7 is prior to many the standards were in article 1 and two is the control for organizing tabs tables that have the definition we had one dozen district and fewer regulations, however, the code has a complaekt with suspending added to the code for used in the commercial districts trying to bring the order to the code the city has article 7 this created general as well as individual commercial districts and deleted some of the special use districts added a new set of articles a new way of organizing the information known as is zoning control and article 8 adam definition and also similar but different tables article 2 is the same 3 definitions in way ways of conveying the controls from the planning code initiated in 2013 to restructure the planning code to be easier to understand and use the accomplished by the standard disz and he zoning format to help to achieve that is divided two phase three. The ones you met with what are the reactions. I think that some of of them were fine when they were mr. Pacheco the proposal they were comfort with that and liked the idea that consolidating easier to use some groups are very weary of changes reacted negatively and spent a lot of time responding to letters and emails when they bring up an issue ill counter that with how it is working thats why that southern is negated i would able to win over a lot of people but i im willing to meet and talk with people about them. Do you think that all of the changes may not have a lot of impact for the existing businesses. I certainly hope not were keeping controls the same for example, were pulling out uses from the other rare sales and Services Category theyll be permitted before the way they were previously a neighbor can come in and go to the supervisor and change that that allows that to heap for more finegrain controllers from the commercial districts but as it effects the existing businesses it may help future businesses i hope the code will be clear and easier to understand so a Small Business owner what get information from planning staff. Ive spent a lot of time with you aaron starr and got things done in north beach my question do you feel that consistency should take precedence over the needs of mcd. So i think that we are preserving a lot of the uniqueness so like i said the definitions were really predator indicated an article 7 and it preserves the controls in the neighborhood district so the specific controls were decides on by the community and makes each neighborhood unique are being preserved i dont think that is a trade off between consistency and between specializetion or zoning controls i guess youre not squaring won over the other. They use well, i found that inaudible . Not necessarily positive changes and each will district i mean, i reality appreciate that aaron took the time with us to acid for many, many hours to make sure that to continue to preserve what is a special district but you know, i was surprised that even though districts did not spend the time for example, we got put in our part of code a new definition about commercial manufacturing so we can allow for example, a regional aspect to come in as a different category and thought that the districts would have would have been interested so. Right. It depends on the district. And so secondly im trying to look at the names of the file number included in the packet that is referencing something in the code has to do with with the grocery specialist designation and im just trying to understand everything that is pertaining to that sector the liquor store and i wanted to know if something that for a grocery speciality is inside or outside what that use. Speciality grocery will no longer allow the seating to help to distinguish between limited restaurants. Thats new. Inside and outside we dont dictate seating outside but i mean on the sidewalk so the dpw handles that. Probably not we get a referral but, yeah im sorry we specialities grocery will no longer be available to have. Nancy and others have concerns there was no significant differentiation between a limited and grocery so out of conversations with the Zoning Administrator the way we made more depiction is seating at the speciality grocery that will not be limited to restaurant use so full foods a speciality. So if the chose shop wants to make cheese sandwiches or meat sandwiches can you be prepared and offsite to be eaten. Well, i guess you no seating but can stand and eat the sandwich. But full Grocery Stores is different that was a definition added a while ago. All right. Thats definition the changes proposed. Yeah. Im informed there was a discussion of cu requirement citywide that will be. Nothing that i know of that okay. Then theres no cu process for arcades. It depends on the district. Not citywide. They prohibited them citywide but since 2013 upper market and haight and the Zoning District have been amended to allow the games. It was discussed in let about the possibility of making mainstreams to the code and tweaking it so the question will it be more difficult in the future as a mathematics of the comparison as what it is in the future of making changes and in a neighborhood district you know neighborhood commercial district that is making it kind of difficult. It wouldnt change. My finally question the bakery for manufacturing will be a different than neighborhood or you have standards. Right now a bakery is considered a limit restaurant that is allowed to happen and allowed to produce and sell food on site and be a bakery north beach has concern about their long term bakerries that have a connection to the italian past heritage being switched to a coffee shop and not a bakery no more so supervisor Peskin Office created a definition for the speciality Food Manufacturing to help protect those uses in north beach specifically because we didnt want to introduce new use citywide and not you know require doing outreach and sort of talking to the neighborhood groups we put it there special use district north beach has north beach and north beach sud so only applies to the north beach sud. So potentially if required. At this point well have to add it as a use in the code and add it to all neighborhood districts and so phenomenonly this speciality for all neighborhood is that what youre saying and a neighborhood will require would be possible to do it thats my question. Well have to set up an sud. No, but right now the use is permitted in every neighborhood commercial district my understanding correct me if i am wrong the reason they wanted it in north beach to protect the longstanding businesses in north beach a particular need for that district but. Let me clarify when Supervisor Scott Wiener chained the planning code for restaurants. Uhhuh. What happens was everything that was only restaurant or limited restaurant unfortunately what heaped that included therefore every bakery with limited restaurant and everything was a limited ice cream trucks was a limited truck we experienced that someone ought to say a candy shop and became a restaurant they just said were a limited restaurant so we were concerned of preserving additional businesses and making that easier for them or a new one to make that easier for them come into the district not be considered a restaurant. Well to be Clear Limited restaurant are permitted throughout the city and now the specialty informed manufacturing requires a cu so im not sure it makes that easier but makes a distinction between the two and it prevents the business from turning into a restaurant that way. The distinction didnt exist. Only in the north beach sud. It could be added to other neighborhoods. It would take another ordinance and could be added to the code. Thats part of changes were tubbing. The department went through a large exercise the consolidating the eating be institutions in 2011 but really created some large rules on how we regulated restaurants like you can serve ice cream in a cup but a toaster you can have a heating port we tried to solve for the Small Businesses can adoptive their plans and respond to the market and needs without having enforcement staff saying you need to unplug our toaster and take it out of building im not exaggerating our team did that or that ice cream has to be served in a cup but not a cone thats the noah valley ordinance called for and rather not go back that way. [applause] and i think the reason that you do is that you all give to San Francisco and through the years the Irish Americans have helped to make San Francisco what it is, so you are wonderful families sticking together and being friends with all your other families in the Irish Community as well as others. A good example of that is chief joanne hayeswhite, where are you . Alright. I danced with your fath er in cork. I think it was on top of a table. [laughter] and i remember last year that you and your sister patty and family gave a Wonderful Party for your mother at a really big birthday and took her all around the city to all the places wonderful in her memory of her childhood and had a wonderful day. Now your boyerize taking up the rein doing wonder fings for the city and other people. On the note talking about family, i like to introduce someone here who is part of the Irish American family and becausei know he is a irish, because there is a river named for him. Lee river going through cork. May i introduce lord mayor of San Francisco, ed lee. [applause] seana, thank you again for that wonderful introduction. Hi every, welcome to people said palace. Today and for the next two weeks we are all irish. Thats going to be reflective of our supervisors here today, supervisor mark farrell, supervisor shehy, supervisor norman yee who is irish for the next 2 weeks along with former supervisor assesser recorder campen chew. All our departments heads will be irish for the next 2 weekzs. Commissioners because we are going to celebrate not just the history of the city, but the migration and history of families that are so a part of the history of this great city. St. Patricks day of course is irlands national day and once again honored to have with us irlands counsel general phillip grant. Thank you, counsel general. He and his team are doing a great job representing their government right here in our great city and want to thank them for the many servicess that you provide to the city and region of San Francisco. You know, we happen to work closely with the counsel general and all of you to bring the air lings back to San Francisco. Isnt that wonderful . [applause]. We are so please today have the non stop service from San Francisco to dublin. This year is a exciting one for the San Francisco cork sister city as we prepare to return to iirland in september and hope to invite as many of you to come with us to reacquaint ourselves with a wonderful mission. A mission that excites me because after the first in 2003 kids are coming over. We are going back, it is a lovely angoing exchange. It will be my second trip to cork and i want to make sure we invite as many people as possible and of course i take this opportunity that i had the honor of being the grand marshal in the st. Patricks per aid in 2013. You see mayor lee along side the riverly in cork on st. Patricks day being your grand marshal. My gosh, that was fun. That fs just fun. I also am pleased to haveis chris mokeo here . Chris, alright. I want to introduce chris today because chris is the winner of the San Francisco marathon here this year and now he will be off to represent us in the cork city marathon, right, chris . [applause] thats just one of the great many exchanges that we have with our sister city, so chris, not only good luck. With you win that you have to do something after you win, you got to jump in the river lee. Thats what you got to do. Hopefully you do that when you are sober. Never happen. I know this time of the year when we kick off the st. Patricks Day Celebration in San Francisco it is so important to all of you to recognize your ancestors from ireland. Many of your relatives left behind everything in order to make it over here and make a new home. We understand that as a city of immigrants. Like many of you who quh to the cuntsry today and irish settlers who fled poverty and political unrest in theirome lan only faced with additional and new barriers here and discrimination. But your ancestors were strong. They were able to make a place for them sevl jz for their children and it is evident right here today. So, we are fortunate that so many immigrants from ireland came here to San Francisco. Our Irish American communities that we are so proud of did a lot of work to rement represent the city. They helped build architectural icons like the Fairmont Hotel that continues to be one of the blessed icons in the city. Charlotte and i love to visit that often as we build statutes around it and occupy it for many parties. They also worked oobject major Construction Projects today that we continue to benefit from like hetch hitchy. You see irish influence looking at the city and understanding names of major corridors like geary, o farrell or in my neighborhood oseanacy. I love going down that street. Make sure the hillside is still safe. And hayes valley. I want to single out one very important immigrant from ireland, a great man. Someone that im pleased to announce is named the grand marshal for this years parade, dermat philpot. Thank you, der mitt. Der mitt contributed see much to our city. Service to the San Francisco Police Department. He is part of that. To there the work not just on Irish Community but the entire city. I know of no more fitting dermat receive the honor. He is great friend the city and great friend of mine. I also want to sinkal out and say thank you to leomfost and United Irish Society for all the work that you doin uniting our city. Patrick s Day Celebration we know it is more than one day wurkt of event and it is a couple weeks worth of events and kno know everybody appreciates that. With that said, im pleased to declare march 3, today, to march 17 as Irish American friendship and heritage weeks in San Francisco, not days. Um, i am proud it be here today. My name is supervisor mark farrell and have the honor representing district 2 and have for the past 6 years and until 2 months ago i had the privilege being the only Irish American member on the board of supervisors. I want to welcome to the newest member of the board also Irish American descent supervisor jeff sheehy is here with us. [applause] before we bebeen, i do want to say proud to have this be the 5th year i have been able to mc this event and bring the one event of money in the month of march that brings the Irish Community together but really to say and thank mayor lee because as somebody who has come to city hall, mayor lee not only of course has the riv named after him but has been to cork. Going back to cork. Has made a commitment to our Irish Community here in San Francisco and to mayor lee i want to say thank you for all you do for our community. Thank you vaer much. [applause] so, mayor lee mentioned the history the irish in San Francisco is without parallel. We built the city and contribute today the city for decades for generations and we will be the future the city as well. I am proud to be here today. It is part of my family heritage. My son is wearing a green shirt as he should be and it is something i look forward to every year. I want to bring up first someone who has just mentioned and that our counsel general fipple grant. Phillip is with irish forn mintry since 1992. Prior to appointment here was director for press Media Relations in the Foreign Ministry for 4 years. Assumed the duty oof counsel general in 2014 and friend and leader in the Irish Community. So many things happened over the past 2350u years berkeley and otherwise. Phillip is a leader in the community and someone we welcome and thank for being here so want to welcome him up. [applause] [inaudible] this is a great celebrationment this is the 4th time i have stood here and unfortunately will probably be my last time staning in the row and want to say i feel blessed. I feel blessed for the 4 years i had the honor to represent my country in this great city. I feel blessed for each and every one of you i have met and come to grow to love. What you do is outstanding the support you give us on a daily basis, we can not thank you enough. San francisco is a exceptional place. It is always a exceptional place the irish. It was a sanctuary city for us eerfben back then. I hope it a ulaul remains so. I hope we always take great pride in what the city gave us and what we were able to give back to it and we know there will be difficult time tooz head and hope the Irish Community here in the city will be on the right side the debates we may see coming down the line. It really is important to remember where we came from. We were very lucky when we came to the west. We didnt end up in the slums and ghettos of the east coasts. We were the pioneers here and helped build the city. We learned vamues here. The city celebrates diversity and difference like no where else. Every time i stan here and look out, i see same sex marriage and indian and asian marriage, irish marriages. Cherish that diversity and do all you can to foster and keep the flame alivefelt your success ipthe city is based on that. Welcome diversity and welcome difference, share, celebrate who we are. We areate al different. We are wearing green and will do funny things on saturday 11 of manch. Well enjoy ourselves and celebrate our diversity and difference but if there are difficult times ahead make sure we cherish that and do our bit to preserve it and again 100 thousand thanks to the supervisors, to the mayor, to charllet. I was like who is he talking about. I do want to welcome everybody to the 166th st. Patricks day festival and prer aid and season and want to thank the mayor again hosting this as well as [inaudible] Kevin Birmingham the liaisons setting this up. I talked about how busy i am. I just stand here and get to come here and make the speeches but it is the people on the board that do all the work and they deserve all the accolades for everything that goes on because during the season not only do we have the vaint patrick pfs day prur aid the grands marshal and have visit toods the va hospital and almalia and laguna honda and st. Ann s and those places allow us to come and spread irish cheer and hope they get something out of it, but i know each of us that walks in there and gets to hang out with those people really get a lot of it so if you have time check the schedule. There is change on the kedge, instead of going st. Anns on whatever day, woo we are going march 18, the day after st. Patricks day. I want to introduce a couple people here. I see the president of the united irish culturalsenter Mike Barnacle and appreciate the work that you do out there and coming on board and directing us and doing a great job. I do want to thank all the city departments. Putting on the parade and festival you get to meet a lot of people and sometime thrz is a lot of bureaucracy but when you talk to the people and cut through the red tape they are doing a great job. Nick chapman, diane rea and stacy cat low from park and rec. I didnt get the card, joanne but people from the Fire Department are doing a great job and chief bill scott and his staff at the traffic northern and Central Division is commander david luzar, captain jim moore eno from northern station and sergeant burn acorey and [inaudible] flus ono are doing a great job to get the parade geing. Every time i talk about the parade is there is one woman behind it parade and that is Kathleen Manning and she does a great job. [applause] again y like to congratulate our grand marshal dermat philpap who is a mentor of me and like to give his job back. It is a honor to be up here but it is lot of work and it is pretty cool to think of when i was a kid going the st. Patricks day parade i would be the guy that gets to walk down Market Street with the counsel general of ireland and with the grand marshal and get to wave at people. For it day my mom thinks im important. I also like to thank the honorary grand marshals. Each of these i have a queckz. John mour ark went to marine camp in high school so his father frank we are honor. [inaudible] from holy name is part the mother group and rita omahoney, each of the people i have a personal keck so it is cool to be involved here and a huge honor to be a grand marshal and haunry grand marshal but a lot of work and want to thank the families for being involved in all this. [applause] this started out as st. Patricks day one day and the mayor alluded to it. Feeling somebody elses notes. That it is now going oen for weeks and what we like to call now is st. Patricks day season and the mayor talked about how Department Heads and commissioners are irish for a week. I am vite all of San Francisco to be irish for the st. Patricks day season until march 17. For 166 years the Irish Community in San Francisco has been doing that and mayor, we thank you for hosting thais great event and thank you. When we see the flal flying over the United States, the american flag, we think that is the flag we give allegiance to, but on this day when the irish flag flies we remember with pride the struggles the irish people had over the years. And the faith and the encouragement and knowledge nay got from the United States to set up a country that was all most free again. When you look all over the world and countries throwing off empiriumism, dictateerships, they model their new countries after the United States. The flag of the United States is to them the emblem of freem freedom, justice and law. When we raise the irish frag here, we are testament to the help that this government gives to people all over the world so thank you mayor and every day we like the irish flag, we love the irish flag but pay allegiance to the flag the United States state. God bless america and god bless the United States. So, up next we like to bring up the honorary grand marshals and families. First, to recognize the family of clara hack it. Clary borne in [inaudible] immigrated to the United States as a young woman after libing in chicagocome up. It was San Francisco she called home. Over the years clara enjoyed acting in a variety of irish plays and performances and her involvement with the ladies asian order of hi burnians and president role in 2015 was perhaps one of the greatest honors. Her family is with us today so please give a large round of applause. [applause]. Thank you. Next want to invite the family of rita omahoney up. Are they here . Unable to make it. Just lets mention rita. She arrived in San Francisco 1946 with sister may from couny mayoro ireland. Taught elementary in San Francisco and she and husband selected in 2004 and a legend in the city and will miss her. Thank you liam for accepting the honor. Last the family of frank orork. [applause] frank was a native san franciscan, long precisioner at st. Pauls perish and joined San Francisco Fire Department serving over 30 years and also as a member of local 798 and will be missed and family here today. [applause] okay, we get to do this every year. We have the whelan quenelley academy and Murphy School of irish dancers will dance the irish music today. The Murphy School of irish dance started with 35 members and today has over 175. Good afternoon janet planning Department Staff the the item before you is the initiate landmark designation of an article 10 landmark designation mraengs for the house on 2731 folsom street the applications was prepared and the final draft by the Property Owner to the the department 2731 folsom street is significant as a master architectural and the fine example of the architectural it is identifiable as the building as a molted balcony adapted by a wrote iron railing used in commercial buildings the other Signature Design a republic indicated ground floor a composition and ornamentation and arts those features are a hallmark of the style, however, the Community Supported application is missing information on the development of the neighborhood the construction and staff recommends that the application includes information from the mission and historic remark and a discussion whether or not up to the time is in the context staff recommends that the application be updated to include from the recent remodel to compare the existing conditions and secondary elevation and regarding the defining features the massing form and style of this horizontal siding on the secondary feature be included and contemporary like the gold leaf be deleted from the features although the subject property didnt meet the pirate for designation it meets the eligibility for article 10 with the architecture building a as a Community Sponsored ive the Historic Preservation commission initiate article 10 and director the project sponsor to include staff recommendations if initiated today, the department that return a subsequent hearings recommending it to the Historic Preservation commission that concludes my presentation. Good afternoon, commissioners im the Property Owner i reside on 2731 folsom street and i have no Technical Details im here to present the reason he want it landmarked i moved to San Francisco about 15 years ago first and foremost it has been done im irish and thats a suspicious reason we want to it move forward the second major reason the neighborhood itself is really proud of that building everyone in the mix loves the fact that we have a building in the neighborhood everyday if you stand close to the house youll see this building from neighborhood perspective anything that will formalize it would be great i would love if we moved with the landmarking so the mission will have Something Like a j f because the mission has gotten negative press this is a positive step for the third reason sometimes id like to move towards this to the millions act to maintain building id like to kate hartley, Deputy Director Mayors Office of housing and community development. Republican to present the former of the presentation thank you very much thank you im catherine the primary author of the landmark application i will quickly review i have a few photos 2731 folsom street is a 3 story multi Family Residences locked between 23 and 24th street and we saw a new print from the called africanamericans and from that, we know that is designed by jason in 1999 and we found a waterworks record dated 1899 the water was presented it has misrepresent family and it was the building was depicted on the zoning map from 19 hundred it is unchanged from the stair we found do 1976 Planning Survey those photos are in the survey and the survey considered the building architecturely significant and youll see in the field notes the surveyor noted a great appeal to the scale these photos from the Research Survey the photo the building was in decay but given a rating of 3 the property is eligible for the resources these photos were taken last summer of 2016 and similarlyly to the 1976, 2008 found 2731 folsom street to a remarkable retaining a highlevel of integrity it has a high presence within the Mission Neighborhood and found to be architecturely significant for both the design and the notable work of james and based the photo and the permitting the orientation is limited to the primary facade the bill art features youre looking at the replicated and designed ground story the column and the eloquent design and the doom and the institution all the original detailing is retained with the keystone building and the glasses windows and the molted window frames and the cultural foil windows for the grounds youll see that wood stash windows the engaged corinthian column and the it consists of those to resemble leafs and a ribbon of texture with x month testify and of the work by an important acre james was extensively taught and designed commercial buildings in San Francisco from 1897 to 1921 hes a master annex the architect professional journal ran several pieces by him and 2731 folsom street is one of a number of the Apartment Buildings shown here and recognizable as one the designs at the far right the Apartment Building that is a San Francisco landmark so for those reasons we believe that 2731 folsom street is significant so for the Architectural Design and a notable work by the master architect as a youve heard Property Owner shawn is proud to live in this building and the landmarking will be the first step in securing those acts to continue the maintenance of the building so, please let me know if you have questions. Can you respond to the planning Department Staff comments about the additional items in the report. This is the first time we received those comments so i would want to review them in more detail how is it specifically handled. What would be good to get a sense whether i agree or able to do the additional work that is what we do want to know in the process whether so the comments have been schematic versus new schematic thats fine no problem and we did make changes to the interior but compare o we can submit that i have no issue with that. And yeah. I guess more analysis they requested for the exterior secondary evaluation and the relationship to the development in the district. Im sorry if this is requested well go back and add it to the report i have no problem. Commissioners any questions. It is a great project and landmark i support it im not sure depending on how much effort to make the revisions done relationship quickly that would be great if it is extensive and requires costs to the Property Owner im not sure this is absolutely necessary personally and then lastly is that would it be possible or what is the mills act opportunity for getting credit for the restoration . Retroactive yeah and commissioners ms. Ferguson can answer that question. The millions act allows work that has been completed and last one to two years in the rehabilitation of the plan that would be the requirement. Approve it . As amended by staff or . I would motion if it is not too much of a burden or effort i dont know that is amended this is not easemently were we voting of initiating it. Were voting on initiating that but direct staff to have the sponsor make changes were what youre saying a remeinitia and workout the provisions whether or not it is burdensome. Good afternoon im a porridge manager and director of the Capital Planning at the rec and Park Department were thrilled to be here to present the childrens play area at Washington Square i want to speak why Washington Square is important Washington Square is the first of 13 playground for the department that is renovating and it is used to be called the Playground Initiative what the parks bond a Citywide Program the goal to provide clean and imaginative playground for all children and families of San Francisco we began in 2014 with the rec and park commissions pointed out a citizens Advisory Committee to determine the playgrounds across the city were in need of renovation the park professional and stakeholders and childrens advocacy and parented organizations and Child Development experts the task force settled on four factors for the playground for renovation the 4 factors in order priority number one, presence of proper q and a pressure treated wood within the playground and second the low Household Income and, of course, with the Parks Alliance playground report card grades the task force recommended 13 playground for renovation that the rec and Park Department adopted unanimously as you can see on this map that locates all 13 playgrounds it is wide geographically exists throughout the city and wheel were planning the department partnered with the alliance to initiate a if you have any questions, well be happy to answer theming campaign to insure that all 13 sites will be renovated in the program were now in the process of implementing all 13 playgrounds as i mentioned Washington Square it the first of those playgrounds to be renovated to today, we went through Community Engagement for about 9 months now that articulated the Overall Community members and Key Stakeholders through the participatory design process we worked with the community to understand the need of kite and take those plans and create a final preferred alternative plan Washington Square has 3 Large Community and overwhelmingly you Community Support youll see with that, im going to turn it over to our architect to explain the plans im available to answer any questions at the end of her presentation. Good afternoon, commissioners thank you for listening in oh here we go. Before i start, i should get a feeling who has been to Washington Square park has everyone . So i dont think i have to explain Washington Square park to everyone what i want to share perhaps you never paid attention to the childrens playground that is completely in the northwest corner indicated in the orange so it is basically a 13 site it is very much tucked in one of the small programs it is really the only Program Element within this part so zooming in the thing about Washington Square park which is important to know is that it is sort of the intersection between the two neighborhood russian hill and Telegraph Hill and just the green square for the community to really gather now the playground its the reason were here it is landmarked in 1995 and are the the 1957 plan so basically this is the third iteration of the playground since the inception and when we run to the Community Process there was a shift part and because the uses and regulations change over time and so because the nearby fairly significant playground joe dimaggio got we done the focus has changed it really towards Young Children and so that means for a number of reasons that was to bring the lower profiles to the site itself and light it up it is a dark corner the structure today is kind of dark and there is issues in the park one of the challenges were trying to lighten it up so just this these two pictures youre seeing up here is really right at the northwest corner looking up to the mraurlgd and then the other one from the east looking over the green court you can basically, not tell it is a playground so this is looking at right into the playgrounds about 3000 and what the two discriminated one is the existing on top and the proposed as you can see that we have retained everything that is critical to the overall circulations of the park and the features that we are outlined in the beverages the trees and the pathways situation this it is the general scope well be removing paving and refurnishing the benches and shifting them taking out the 1982 stairwell is a safety issue for parents and completely redoing the inside of playground so and this is the proposed lens whoops as you can see that we virtual retained using perimeter calls walls it is the boundary and bringing in the notation of the Telegraph Hill and russian hill sort of the hills and letting this playground sort of work within those playful hills and give it place making in terms of where those hills came from and weve play equipment with could he typical swings considered critical and really just an exploratory playground those images now below is the actual types of play equipment, however, the colors are not what well, selecting so, please use our imagination on the colors as you can see there is very few vertical elements were looking to use neutral colors and some green to connect to the green of the lawn are another view you probably not see actually that is really kind of would be possibly from the street and here were going through some of the key components material features that is the concrete wall that actually will weve from the site creating continuous edge that is currently used will match the color of the current restrooms that were rebuilt well tie that into that heres many more features some elements of either concrete or rock were still in the exploratory and a few accent features what the acorn or a touchstone playground and heres some of the overall materials now i brought a material board if you like to pa is that around with so the key sort of materials within the park already the park is in terms of of the paving it is encouraging asphalt but one of the actual desires for the rec and Park Department to shift from asphalt to concrete for environmental reasons as well as long term maintenance were going to the dark concrete with could be he will edging that is started to be used throughout the park that developed through maintenance needs and a percentage of the everybody elses so people dont walk into the planting beds and additionally were adding these simple black post chain fences we started to us in delores park thats been successful in protecting the plant theres a lot of issues about the maintenance that has driven some of the decisions but we feel like were using the element as a test case in the corner that eventually will be for the entire park i think ill let you ask questions at this point. Supervisor peskin thank you for mentioning the state and local partnership the whole vision weve had to transform this street that deserves a great transportation design here we are can you believe that congratulations to you this is a team in the region and the state and the federal government that will build the first full featured brt line in San Francisco the van ness corridors Improvement Project is going to do nothing less than transform this corridor into a worldclass complete street and a model nation wide and in the world and sets standards of fast reliable trait for muni our vision was codified by voters in 2003 when they approved the citywide Rapid Transit buses that turned into this as long as and muni forward approved by 75 percent of voters thank you to the transportation bond and prop a and prop b and thank you for your support for great transit and transportation in the city local funds in fact, comprise a walk e whooping 52 percent 52 percent are were so grateful for the federal Transit Administration for the 75 million for the caltrans providing active transportation and Highway Maintenance and Operation Fund but 52 percent local providers through the transportation measures as well as the puc are really the anchor the anchor for the project and the support and the trust theyve pla theyve placed i want to recognize the team the cac the Advisory Committee that convenes 27 times to offer 6 years thank you so much ill not name you but cross 4 district thank you.
