Ogdensburg to pay off $825,000 debt to St Lawrence County

Tuesday, February 23, 2021 - 9:44 am BY JIMMY LAWTON North Country This Week OGDENSBURG – Ogdensburg will pay St. Lawrence County more than $800,000 in delinquent taxes owed, a portion of which has been owed to the county since 2003. The decision to pay the debt was made in a split vote along normal lines with Mayor Jeffrey M. Skelly, Deputy Mayor John Rishe and councilors Bill Dillabough and Steve Fisher supporting the measure. Among those opposed was Councilor Michael Powers who urged the city to negotiate the price down with the county. City Manager Stephen Jellie told council the county indicated they had no interest in discounting the money owed, but were willing to discuss accepting payments.

Skelly says he and his fellow councilors accused of violating the city charter will not step down in the wake of an arbitration ruling. A dispute settled in arbitration between the city council and the Ogdensburg police union included an opinion that the council had violated the labor contract and city charter when the council instructed the former city manager to lay off four police officers. According to the charter such a violation leads to immediate forfeiture of their council positions. The ruling prompted a group of citizens to protest the recent council meeting and begin raising money to file a lawsuit to force resignations of Skelly, Deputy Mayor John Rishe and councilors Steve Fisher and Bill Dillabough.

A group of Ogdensburg citizens is working to remove three city councilors and the mayor after an arbitrator ruled that they violated a section of the city charter that requires forfeiture of their seats. The ruling came out of an arbitration incident between the city and the Ogdensburg Police Benevolence Union. The arbitrator said in his opinion that the city and mayor had violated the charter when they instructed former City Manager Sarah Purdy to layoff four members of the police department.
