I will say to the president wa that you migh to ask your Vice President , who has been a very loyal supporter, whether or t he thinks an uninvited, unsolicited intervention by the federal government, as wellintentioned as it might have been, would have en welcomed in indiana without much closer collaboration, setting priorities and working together partnership t address the issues that not only the president s concerned abou the citizens and the communities are concerne about. But this intervention, this spontaneous and probably very temporary intervention isnt really going to solve the problems that the mayors and the gornors and the local cammunity want resolved. You said need sustained commitment, there are economic and social issues and you cant address let alone resolve them unless you have the kind of partnership and the cleaningial and the cooperation that is so critical. And the other thing that is really disturbing t is i dont care whether youre republican or democrat, theres a lot ofd men women of both political persuasions in these communities, and the purposeful den gruation and the dismissive nature dr. Oh, ha, ha, theyre democratic governorg to me. My two biggest cits pittsburgh and philadelphia were run by democratic governors. We got a lot done together. Thats the point. A ought to look to his own Vice President aloyal man to say how would you handle this. If the federal agents are used to go in in a situation like this, what is the return that this could lead to a greater violation of Citizens Rights . I think it corrodes the federal system of government that we have, the republic. Mb re, its republic if you can keep it, and it is 50 states. We have to bemindful of that. We have ofmindful, i think, youre bumping up against the constitution. Some say they have t authority to do it. I have the authority to go 70 miles an hour across the pennsylvania turnpike and i could in a blizzard if i want, but im not sure i want to do it. Police havthe authority to chase convicted felons ander mususpects and draw firearms to defe, themselv but they probably wont do it if the suspect blends into the civilian population. Technically having the authority to do it doesntean youre seriously addressing the problem and doesnt come close to guaranteeing you will achieve the outcsee. These arous problems, theyre economic, theyre social, and its a only sustained i was looking at chicago, 13,000 police, they send in 200 agents. How long wil they be there . Its a realty tv show. The good men and women from these departments will do all they can to help but they wont be there permanently. They may make a few aests, be good for tv, move out and the mayors and the governors and the attorneys and the Law Enforcement officials will have to deal with it all over again. As you wake up in the west russia is threatening to retaliate for new sanctions imposed by president obama in something of a parting shot at moscow. President Vladimir Putin said russia will not respond by expelling american diplomats. Putin says in a statement, i quote, we will not resort to irresponsible kitchen diplomacy, end quote. U. S. Believes russia launched Cyber Attacks to influence the president ial election. In response the state department ordered 35 officials to leave the u. S. , closed two russian compounds and sanctioned two of russias top intelligence agencies. Jeff pegues is outside the Russian Embassy in washington, one of the targets of the u. S. Action. Jeff, good morning. Good morning, some of the russian officials ordered to leave the country worked in the embassy behind me on thursday they were given 72 hours to leave after the Obama Administration retaliated for what it says was widespread russian Cyber Attacks. The clock is ticking for 35 government officials not only from the Russian Embassy in washington, but also the russian consulate in San Francisco whove been ordered to leave the country. Its outside the norms of international behavior. The president wanted to make sure they cut it out. Reporter president obama announced a list of sanctions as punishment for what u. S. Officials say was russians attempts to influence the election with a series of Cyber Attacks. Two russian intelligence agencies are being identified and sanctioned for their role in the hacking, along with three companies and four individuals who allegedly assisted. And two russian cyber criminals, both on the fbis most wanted list, have also been sanctioned. The Administration Says Evgeni Bogachev has stolen more than 1 00 million from u. S. Entities. Russian owned compounds, one in new york and one in maryland, will also be closed to personnel by noon today. The white house says additional covert actions against the russians will not be announced because they are highly classified. They dont represent the totality of our response. Reporter u. S. Intelligence agencies say the russians were engaged in an effort to harm Hillary Clintons campaign thereby helping the campaign of president elect donald trump. Investigators say a hacking unit known as apc28 targeted Democratic Party officials by sending malicious emails in the spring of 2016 that tricked recipients into changing their passwords. U. S. Intelligence officials believe this hack, likely gave russian operatives access to the information of senior Democratic Party officials which was then leaked to the press and publicly disclosed. Russian attempts to undermine western democracies are going to be a problem with us for a very long time. Reporter longtime russian expert Clifford Kupchan has met clinton personally on many occasions and believes these sanctions wont prove effective in stopping russian Cyber Attacks. Cyber warfare involves false information, it involves hacking and hes doing really well with it. Hes winning. I dont think its going to stop. Reporter u. S. Investigators believe Russian Intelligence Services have been carrying out widespread Cyber Espionage for about a decade on think tanks, universities, and corporations, as well. Jeff, thanks. President elect donald trump moved quickly to put out a statement on the russia sanctions. The statement said its time for our country to move on to bigger and better things. Nevertheless, in the interest of our country, and its great people, i will meet with leaders of the Intelligence Community next week in order to be updated on the facts of the situation. Mr. Trump has the option of lifting the new sanctions when he becomes president three weeks from today. Jan crawford has details of the trump teams reaction. Jan, good morning. Reporter good morning. In the past mr. Trump has questioned allegations accusing russia of hacking to influence the election. And while his latest statement doesnt say that, members of the Incoming Trump administration are raising concerns about the hacking issue, and president obamas response in his last days in office. Foreign governments shouldnt be hacking american institutions, period. Incoming white house chief of staff Reince Priebus condemned any cyber attack against the u. S. But said the Trump Administration would like to see evidence of the russian hack that prompted the new sanctions against moscow. It would be nice if we could get to a place where the Intelligence Community, in unison, can tell us what it is that had been going on so that we can response, and were going to get to that. The counselor to the president elect Kellyanne Conway expressed concern over reports that the sanctions may be more of a political power play by the Obama Administration. Even the New York Times characterized it as such that this may be an attempt to box him in. Thats not the way the peaceful transitions of administrations work in our great democracy. Reporter white house officials insist the measures are to protect Core National security interests. The next president wants to lift sanctions against senior russian Intelligence Units to make it easier for them to interfere with our elections, then he can go ahead and do so. We just dont think that will make much sense. Mr. Trump should be glad that he wasnt the one that came under pressure to do it himself. Foreign policy expert mike ohanlon says trumps attitude could be beneficial for the u. S. Going forward. Im hopeful that trump in a wise way can turn over a new leave and not be naive about putin doing us any favors but still try to take some of the venom out of the relationship. Now if president elect trump does chooses to overturn the latest sanctions against russia he could face opposition from both sides of the aisle. So donald trump in the last two days has tweeted for people to get on with their lives, to move on, to bigger and better things, yesterday promised to neat with members of the Intelligence Community with whom he has been at odds here in recent weeks. What do you make of it all . This is a rare, one of a couple of rare situations in which trump sees himself, his political interests, are not in alignment with the republican party. So there are places where on the question of russia, on the question of business conflicts, these are places where you start to get pushback from republican members of the senate. The democrats are not Donald Trumps problem at least in the short run. The problem that he has is with traditional institutional republicans and this is a place where he is somewhat how far he goes, we dont know. But where hes at least coming to grips with the reality that he at least has to move a little bit towards the more traditional stance as president , say okay i have to take it seriously, theres bipartisan agreement this is a big problem, im going to at least make prefunker to effort to peer like im taking this seriously as incoming president. John, the administrations prespons is being described as the strongest american response ever taken to state sponsored cyber attack. Do you think that president obama didnt actually do enough on this issue . Hes already faced criticism for not acting sooner. There will always be now, f forever, people who look back at the election of 2016 and ask the question of what would have happened, the United States government did name russia as the perpetrators of cyber of a cyberwar fare in the middle of an election, an attempt to kind of, at the time back in october, but, we didnt take action at that time. The president didnt weigh in in a strong way, in a vocal way, at the time, even though the Intelligence Community did, and the question of what would have played out in october into the election had the administration gone fully there. Done Something Like this at the time, will always be an open question. And for a lot of democrats, particularly loyal democrats who think in some way that Hillary Clinton should be president of the United States, they will always wonder whether barack obama was too restrained in october trying to stay out of we heard Kellyanne Conway referencing this front page New York Times article saying the Obama Administration is trying to box in the president elect. What does that mean for our viewers . And do you think thats actually the case . Well, we have seen on a variety of policies fronts the Obama Administration openly an questions of environmental regulation, in other areas, trying to say, you know, were going to try to lock in the things that president obama achieved over the course of eight years. This is an area where i think, you know, there will be theres no doubt that the president is doing what he this is right, and this was an unprecedented thing that happened. The attempts of russia to intervene in american election. I think that these sanctions can be overturned. Donald trump could walk away from them. But theres no doubt that theres a marker being laid down here that says look, if youre going to do this, if youre going to roll these sanctions back, theres going to be a lot of questions, theres going to be potential political costs. So yeah, in that sense, the Obama Administration is trying to trying to say, this is not a partisan issue. This is an issue of National Security and mr. Trump if youre going to deviate from these sanctions, you are going to be doing it in a way thats going to look political to people and that will have some costs to you as president. Quickly, don, weve seen donald trump invoke president obama in glowing tones. But this transition seems to be less smooth and perhaps less peaceful by the day. Yes. Although it is funny to see trump on twitter sort of doing his waynes world thing yesterday. Thought things were going well. Not. Then coming out in front of reporters and saying were having a great conversation. Things are going great. Theres a little bit of a bipolar trump right now which is the trump on twitter still speaking in kind of the loud, technicolor tones to his base. And then the slightly more president ial trump who appears when he does occasionally come out and take some questions from reporters. Police are hoping new video help them identity suspects saturday night. Police say the men boarded a metro bus on stanton road in southeast and then opened fire on folks standing out on the sidewalk. Now nobody was seriously hurt. But you can look at the video, which investigators say show the two men getting on the bus. The first one described as 64 and 170pounds with dread locks pinned toward the back of his head. The second is 56, also 160 to 170pounds with long black hair. Anybody who knows anything is asked to call police. Terri reid is moving forward with a plan on the way the u. S. Senate does business. As we speak, theres an unusual meeting going on. All 100 senators huddled up in secret, talking about ways to avoid what they call the nuclear option. Now lets break down what that is exactly. They are talking about changing the rules for the approvals of nominations only. Nothing else. According to democrats, the constitution says only a simple majority of senators have to vote yes. Not the 2 3 vote. The rules call for under a filibuster. The republican legislation, i love the senate. Right now, the senate is broken and needs to be fixed. Now republicans who right now are in the minority dont want this to happen because it would weaken their power. This could blow up in their faces. C. s Parking Enforcement swooped in and laid a dreaded pink ticket on his windshield. All in the span of roughly 45 seconds. Its like, living in d. C. , its like you need heres what happened. Patrick felt lucky when he spotted a parking space as he turned left on to park road in northwest washington. If you can see the sign, it says twohour parking. So i pulled in, i parked my vehicle right where this car is. Right where the red car is . He pulled in and walked briskly up the street. Only by chance did he glance up and spot this other sign, clearly obscured by tree branches. In a most confusing manner, it indicates theres no parking because of street sweeping on monday morning. 9 30 to 11 30 no parking. I go back down to move my vehicle. At that point, ticket writers are posting a ticket on my car. How far is the street sweeping sign from where patrick parked . We walked it. 170 feet. 80, 81, 82. And it is even further to that twohour parking sign. Patrick even took his 30 ticket straight to a hearing officer who declined to dismiss it. And refused to look at the photos he shot with his cell phone camera. Its not about the money. Its about the principles. How aggressive these ticket writers are. You factor in the humidity and it feels like its 102 in leesburg and 104 in annapolis and feels like its in the upper 90s downtown. Which is why we say exercise in the morning, not in the evening. Heat advisory downtown tomorrow from noon until 7 00. Which means the heat index has to be about 105 or higher. Temperatures mid to upper 90s all week. Only isolated thunderstorms. That is it.
