York County is ending its agreement with U.S. Immigration and Customs Enforcement to house people in immigration detention as of Aug. 12. But that doesn t mean individuals will be released.

Inside the immigration detention center at York County Prison, Craig Shagin once met with a Mayan client from Guatemala and asked the man if he had ever been harmed.
“The answer I got was, ‘No,’” said Shagin, an immigration attorney in Harrisburg. “And the guy had a scar on his cheek.”
The man initially interpreted the question to be asking about whether he had been disabled. He only later explained that he d been slashed with a machete.
