'It’s really disheartening': Transfer of ICE detainees from York worries immigration lawyers
York County is ending its agreement with U.S. Immigration and Customs Enforcement to house people in immigration detention as of Aug. 12. But that doesn't mean individuals will be released.

Inside the immigration detention center at York County Prison, Craig Shagin once met with a Mayan client from Guatemala and asked the man if he had ever been harmed.
“The answer I got was, ‘No,’” said Shagin, an immigration attorney in Harrisburg. “And the guy had a scar on his cheek.”
The man initially interpreted the question to be asking about whether he had been disabled. He only later explained that he'd been slashed with a machete.
