Disingenuous to lay law enforcement shortcomings at the Cityâs door By Opinion by Mzwakhe Nqavashe SAPS is the primary agency responsible for crime prevention, but finds itself in crisis, due to sustained under-investment and budget starvation at the hands of national government. This is why we are advocating for the control of SAPS to be moved to the Western Cape Government. As local government, the City is tasked with fire and emergency rescue services, traffic and by-law enforcement. Already we have redirected more and more policing resources towards crime prevention amid the steady disintegration of SAPS and the criminal justice system, with an estimated two-thirds of our police work focusing on this national government competency.
