Joanne Marie Rosen, age 73, of Liverpool, NY, met her Lord and Savior on January 28, 2023 at the Upstate Medical Center in Syracuse, NY. Joanne (fondly known as “Jo”) was born in Perham, MN on February 26, 1949 to Arnold and Jean (Matz) Rosen where she grew up on a dairy farm in Corliss Township near Perham. Jo graduated from Perham High School in 1967 and then enrolled in classes at the University of Minnesota, Morris, MN where she received her BA degree. She continued at the University of Minnesota, Mankato, MN earning her Master of Science degree. After working for several years, she then enrolled at Syracuse University pursing a PHD in Counseling Psychology.
Commissioners also authorized the establishment of a new Echo Bay Park in the northwestern corner of the county, voted to help protect designated septic areas from being destroyed, and took action on a number of other projects.
