Parole denied for man who killed local KHP trooper
The Kansas Prison Review Board has denied parole for a man convicted in the 1978 slaying of a Kansas Highway Patrolman from Abbyville.
Kelvin O’Brien, the brother of slain Trooper Conroy O’Brien, told The News that while the parole board denied release for Jimmy Nelms, he is set for another hearing in three years, in March 2024.
The board conducted a public hearing on March 25 via Zoom, which O’Brien and friends from Abbyville attended at the local community center.
“I am pleased he is staying in prison, but I must tell you that it is very disappointing that they passed him for only three years,” O’Brien said in an email. “They could have passed him for 10 years.”
