28 National Systems would produce important benefit if we wouldnt deal with it in 28 different jurisdictions, but together in the European Union you could argue if it can be made that there is potential benefit in having one set of rules on one rather than 28. Then its being met. The other way around is of course also correct. Then the question is are we still respecting the principal which with the proportionality is one of the principals that should guide legislation in the European Union level. The fourth reason is why it can be beneficial. It provides again an understandable narrative about why are we integrating in the European Union. We had these in the past.
